    The Excise division facilitates the levying of duties on certain locally manufactured goods as well as on their imported equivalents.

      Following the communique issued on 20 March 2019, SARS would like to update all Customs and Excise clients on its migration to a new electronic services hosting platform. As mentioned before, clients may experience intermittent downtime from 17:00 on Friday 12 April 2019 until 06:00 on Tuesday 16 April 2019. This will impact the following SARS systems:
      • SARS eFiling and SARS eFiling app (including registrations, filing, payment and the functionality to upload supporting documents)
      • [email protected]? Employer
      • Uploading of supporting documents
      • EDI bulletin board
      • SARS website.

    The Customs EDI gateway and related functionality will not be impacted.

    Customs and Excise clients are asked to take note of the following specific details:

    1.?Customs Supporting Documents submission (web service)
    It will not be possible to upload Customs supporting documents electronically during the system migration. If clients receive a message that they need to submit supporting documents, they should first check if the electronic system which they normally use is back up. If not, they are asked to come into their nearest Customs/Excise branch where the documents will be scanned and attached to their case.? All land border offices have the facilities to scan and upload supporting documents. Additionally, the following inland/coastal offices will have resources to scan supporting documents over the affected time period:

    It is also recommended that truck drivers take relevant supporting documents with them to ports of entry (as a back-up).

    2.?Customs eFiling payments and Deferment Statements
    eFiling will not be available during the downtime and as a result, payments via eFiling will not be possible. Clients are urged to make payments (including for deferment accounts which are due during that period) via EFT. Payments of less than R2000 can also be made in cash at various Customs offices.
    Once payments are made via EFT, clients are asked to bring in Proof of Payment (PoP) to their nearest Customs office (see available offices above). Once the PoP is scanned and sent to the Processing Centre, it will be processed and considered for release if applicable. Clients will be notified as soon as the consignment is released.

    As a result of eFiling being down, please ensure you view your Deferment Statement before 12 April and ensure you pay on time if it is due during that period.?

    3.?Excise submissions
    Please remember that eFiling will not be available during the downtime and no Excise submissions will be possible.

    4.?ACM code tables
    Customs clients are asked to take note that the Automated Cargo Management (ACM) Code Tables which are normally available on the SARS website (https://tools.sars.gov.za/ACM_code_Tables/) will not be available during this time.

    Assistance
    If clients need any urgent assistance during this time, they can go to any Customs/Excise branch where staff will assist (during normal operating hours). For emergency queries, clients can also email [email protected] or C&[email protected] – these mailboxes will be monitored throughout the switchover period – or call the SARS Contact Centre on 0800 00 7277.

      SARS will be migrating to a new electronic services hosting platform in April as part of its plans to upgrade its Information Technology (IT) systems. As a result, clients may experience intermittent downtime from 17:00 on Friday 12 April 2019 to 06:00 on Tuesday 16 April 2019. This will impact the following SARS systems:

    It will not be possible to upload Customs supporting documents electronically during the migration. Clients are therefore encouraged to submit priority declarations well before the system shutdown. Branch scanning will still be available during the downtime.

    2.?Customs eFiling payments and Deferment Statements
    eFiling will not be available during the downtime and as a result, payments via eFiling and the viewing of Deferment Statements will not be available. Alternative official payment methods will be available (click here for more info: SARS payment rules).?

    3.?Excise submissions
    eFiling will not be available during the downtime and as a result no Excise submissions will be possible.

    If clients need any urgent assistance during this time, they can go to any Customs/Excise branch where staff will implement a manual workaround plan (during normal operating hours). However, clients are encouraged to submit well in advance to avoid any inconvenience.

    SARS will communicate more details closer to the time.
